Maj. Charles R. Soltes Jr., 36, of Irvine, Calif., was killed Oct. 13, 2004, in Mosul, Iraq, when an explosive went off near his convoy vehicle. He was with the U.S. Army Reserve, assigned to the 426th Civil Affairs Battalion, out of Upland, Calif.
