Cornerstone is access to higher education: Joe Biden's College ACCESS Act. It includes the following:
-Would offer college students a single $3000 refundable tax credit
-Expand grant assistance and tax benefits to low income families
-Mandate that 8th graders learn whether or not they are eligible to receive a Pell Grant so they can plan ahead. At the primary and secondary level, he supports increased teacher pay, reduced class and school sizes. In Iowa, a High School Junior, Tyler Stumme, 16, asked Biden how he intended to pay for his education plan with the escalating costs of the war. Biden responded simply: "Ending the war." Biden said the $30 billion cost of his education plan is less than what is spent in three months fighting the war in Iraq. It's also less, he said, than the revenue reduction the government saw after the tax cuts enacted by President Bush.
