Reaction was swift to President Bush's decision to commute the sentence of former White House aide I. Lewis "Scooter" Libby, sparing him from a 2½-year prison term in the CIA leak case.

Libby must still pay a $250,000 and will be on probation for two years.

Mr. Bush's order came just five hours after a federal appeals panel ruled that Libby could not delay his prison term.
