Shnewer has lived much of his life in Cherry Hill, N.J. Unlike others in the case, he is a United States citizen. He drove a taxi cab in Philadelphia and for a time attended Camden County College. He seems to dominate the recordings made by government informants. Authorities say he scoped out Fort Dix and other potential targets.
