Gilmore was elected governor of Virginia in 1997. One of his major campaign pledges was to cut the property tax on automobiles.
Gilmore served as the Chairman of the Republican National Committee from 2001 to 2002.
From 1999 to 2003, Gilmore chaired the Congressional Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction, a panel created by Congress charged with assessing federal, state, and local governments’ capability to respond to a terrorist attack. It was nicknamed the "Gilmore Commission."
Gilmore entered the race saying the 2008 Republican field lacks a true conservative.
