The newly-elected parliament, called the Council of Representatives, will select a government, which must take office by Dec. 31. The new parliament will choose the next prime minister, with a two-thirds majority vote. The prime minister will then form a Cabinet.
Much negotiation and coalition-building is expected. It will be the first permanent, fully constitutional government in Iraq since the collapse of Saddam Hussein's rule in 2003.
