With the Washington Monument in the background, cars are detoured from Constitution Avenue to 17th Street in Washington, Monday, June 26, 2006 as federal office buildings, highways and commuter rail lines in the capital region were closed following storms that dumped more than 7 inches of rain in some places, prompting the evacuation of some homes.
