Well, maybe it's not much of a surprise. Britney Spears and Paris Hilton tied for the No. 1 spot on Mr. Blackwell's notorious "Worst Dressed" list. "Two peas in an overexposed pod," Blackwell sniped of the two celebutantes he called the "Screamgirls." At left, Spears appears at the 2006 American Music Awards on Nov. 21, 2006.
